Consensus Statement from the

CSO Partnership for Development Effectiveness

Northeast Asia Meeting 2016

 

Taipei, Taiwan, October 20-21, 2016

We the participants of the CSO Partnership for Development Effectiveness Northeast Asia Meeting who met in Taipei for two days from October 20-21, 2016

1.recognizing and building on the results of previous sub-regional meetings;

2.expressing our deepest gratitude to Taiwan AID for hosting the meeting;

3.and after learning about the latest situation on civil society engagement and implementation in the Busan Commitments and the Istanbul Principles; sharing local situations in building CSO enabling environment; discussing pressing issues and topics of South-South cooperation, private sector engagement, youth issues and peace and security; and moving towards consensus on actions to strengthen sub-regional structures and capacities;

4.reached consensus on the following statement:

    (1) We confirm the GPEDC process, the commitments made in Paris, Accra, Busan and Mexico, and the Istanbul Principles as building blocks on the path to achieving the Sustainable Development Goals (SDGs).

    (2) We encourage more work to be done to raise awareness, understanding and support for the above among the general public, government, private sector, and even many civil society organizations (CSOs).

    (3) We urge fellow CSOs, as well as our partners in the public sector, private sector and donor agencies, to recognize the importance of the Istanbul Principles and the Busan Commitments as the guiding framework for development effectiveness.

    (4) We urge governments to establish inclusive review mechanisms on development cooperation, and assess the implementation of the Busan Commitments at the national and local levels.

    (5) We urge governments to recognize CSOs as independent development actors in their own rights, and ensure their roles in policy development and genuine participation in decision-making processes that can lead to actual policy changes.

    (6) We support actions by CSOs to implement the Istanbul Principles and Busan Commitments, including the efforts in Taiwan to reform the International Cooperation and Development Act, and in Mongolia to organize multi-stakeholder consultations on the results of the second monitoring report.

    (7) We urge CSOs to develop guidelines in responsible use of images of people in developing countries in their fundraising and campaign materials.

    (8) We urge OECD-DAC governments to fully commit to the 0.7% ODA/GNI target and not further shrink ODA volume.

    (9) We oppose any attempt to weaken the mandate of ODA, specifically linking ODA to commercial investment, cultural promotion, diplomatic interests, securitization, and militarization of indigenous and local communities.

   (10) We are concerned about the shrinking democratic space for CSOs, including unfavorable environment and dwindling funds.

   (11) We demand governments and other stakeholders abide by democratic and good governance principles.

   (12) We recognize the need to conduct independent monitoring and assessment of ODA to improve development effectiveness.

   (13) We ask governments to make detailed, timely, gender disaggregated and regular data on ODA, and national development, open and available to the public.

   (14) We are encouraged by governments that have adopted International Aid Transparency Initiative (IATI) standards, and expect them to fully implement the standards. We encourage other governments that are not part of IATI to join the Initiative.

   (15) We confirm that the following eight issues will be our priorities in the Northeast Asia Sub-region:

      ●CSO enabling environment

      ●CSO development effectiveness

      ●Private sector accountability

      ●Peace and security

      ●Gender equality

      ●Youth empowerment

      ●Conserving nature for the future

      ●Rural issues

    (16) We urge the CSO Partnership for Development Effectiveness (CPDE) Global Secretariat to actively seek funding to support the important work of sub-regional meetings.

    (17) We pledge to present this statement at the CPDE Asia Regional Meeting in Bangkok in October 2016 and the GPEDC Second High Level Meeting in Nairobi in November 2016.

    (18) We resolve to promote the following thematic sectors in the NEA region: women and feminist organizations, youth, indigenous peoples, and rural issues.

    (19) We encourage more investment in youth, including production of training materials that make the CPDE process understandable and relevant to youth, and which can be adapted to local cultural and other diverse needs.

    (20) We encourage CSOs to complete the CSO Effectiveness Awareness Check.

    (21) We select South Korea as the focal program country for NEA in 2017.

    (22) We will explore all avenues to raise funds for the above activities.

    (23) We elect Korea Civil Society Forum on International Development Cooperation (KoFID) to be the focal point of the NEA region and consult with China (first) or Japan (second) to be the alternate.
