In recent years, Taiwan's diplomatic situation has been challenging. News and public opinion programs frequently revisit significant events in Taiwan's diplomatic history, scrutinizing the direction of government foreign policies. An important term often arises among these discussions: Official Development Assistance (ODA). However, the information about ODA is abundant and sometimes misused. What exactly is ODA?

According to the OECD (Organization for Economic Co-operation and Development) definition, ODA refers to economic assistance from developed countries to developing countries, aimed at promoting their economic development and social welfare.

Taiwan's ODA data remains largely opaque to the public, with no established mechanism for supervision due to limited legal provisions. With the maturation of civil society organizations, Taiwanese citizens are no longer misled by numbers alone and are increasingly demanding the demonstration of development effectiveness.

Taiwan AID has invited Yodhim Dela Rosa, the Asia Regional Coordinator of the international platform organization CPDE, to share the current international trends and significance of ODA, and why it is necessary to supervise ODA to ensure genuine development effectiveness.

We welcome professionals from both the public and private sectors in relevant fields, as well as members of the public interested in understanding government development assistance (ODA), to participate in the discussion!
